AMAN and General Personnel Council hold a study day on the importance of the Code of Conduct of Civil Servants in Gaza

Gaza – The Coalition for Accountability and Integrity (AMAN) and Gaza-based General Personnel Council (GPC) organised a study day, entitled Developing and Upgrading the Code of Conduct of Civil Servants. The event brought together many legal practitioners and government officials.

The study day sought to come up with a consolidated idea and vision for government mechanisms to implement the Code of Conduct of Civil Servants. For the benefit of government functions as a whole, participants highlighted the importance of developing and applying the Code at various line ministries and government bodies. Stressing the importance of approving and putting in place the Code, discussants reviewed legal issues and infractions within government departments. The also reviewed staff behaviour in dealing with information technology, particularly the use of the work phone, email, and social media platforms.

The study day stressed the need to upgrade the Code of Conduct of Civil Servants on a regular basis, positively impacting and improving public service delivery and confidence in the government sector. It further emphasised the importance of the GPC role in producing knowledge and facilitating access to the Code of Conduct for all staff members of line ministries. Ultimately, this should put in operation self-control tools, ensuring the Code is effective, rather than a mere piece of paper. In addition to awareness of its provisions, the Code will be linked to the system of incentives, monitoring and evaluation.
